Model Survey for Adoptive Parents and Tables on Costs

At its meeting 15-17 March 2016, the Council on General Affairs and Policy (“Council”) endorsed the Model Survey for Adoptive Parents developed by the Experts’ Group on the Financial Aspects of Intercountry Adoption.

The Council also encouraged the Central Authorities under the 1993 Convention to administer the Survey and to complete the Tables on Costs. In light of concerns expressed by some Member States, the Council decided to revisit the issue of the feasibility of developing a Global Survey for Adoptive Parents at its next meeting (tentatively scheduled for March 2017).


	EurAdopt is an association of adoption organisations in 13 Western European countries. Since the late 1970s a number of European organisations working in the area of intercountry adoptions have met regularly to discuss topics of common concern. In 1991 it was decided to formalize this cooperation, and in 1993 EurAdopt was established. The association presently has member organisations in Austria, Belgium, Denmark, Finland, Germany, Iceland, Italy, Luxembourg, Malta, The Netherlands, Norway, Sweden and United Kingdom.
